The executive summary ('Key Findings' and 'Key Recommendations') on pp. viii-x is well worth the look:
On pp. 23-24, the report singles out Columbia's dedicated track for Heritage Speakers of Russian as a model that can be adopted elsewhere and applied to other heritage languages.
